| Libyan leader Muammar Gaddafi is not likely to visit Malta this year despite the announcement made last January by his Foreign Affairs Minister that he was set to visit in March.However, preparations are under way for him to come early next year during a scheduled meeting between 10 Mediterranean countries, known as the Five plus Five, Prime Minister Lawrence Gonzi told The Times following a short weekend visit to Tripoli.The freshly-appointed ambassador to Malta, Saadun Ismail Suayeh confirmed there was no date yet for the visit but added he hoped it would take place as soon as possible .The Five plus Five meeting will be the first held by the grouping in a number of years and involve leaders from five North African and five Southern European states aimed at enhancing cooperation. Malta’s bid to hold the meeting was endorsed by Italy and Libya when Dr Gonzi visited Tripoli in June.The visit of Col. Gaddafi, which has been on the cards for several years, was being worked upon and would be one of the many things on the agenda of the new ambassador, Dr Gonzi said.The Prime Minister visited Libya last Saturday his second visit in as many months primarily to see Palm City, a luxury residential complex for foreigners working in Libya owned by Maltese company Corinthia. This will be yet another project that will honour our country, he said, adding that together with other investments, both in Libya and in Malta, jobs will increase and the economic relationship between the two countries will continue to improve in everyone’s interest . Dr Gonzi did not meet Col. Gaddafi during his short weekend stay, which took place days after opposition leader Joseph Muscat met with the Libyan leader in Tripoli.The Prime Minister met Foreign Affairs Minister Moussa Koussa as well as Prime Minister Baghadadi al-Mahmudi, and they discussed issues like visas, immigration and investment. There was no mention, however, of the plans by BP to start drilling for oil off the Libyan coast a contentious issue Dr Muscat said he had discussed with Col Gaddafi last week.The two Prime Ministers also discussed the idea of raising the level of cooperation between the two countries, by turning a technical commission into a political one. This political commission would discuss political and economic issues such as fishing, water and immigration. A decision should be taken by October.Meanwhile, they signed a memorandum of understanding to develop a training centre in Malta at the Libyan-owned institute at Ta’ Giorni for Libyans to be trained in management and human resources. They will learn here and return to Libya to work there, but Malta will be able to take advantage of the Libyan investment in our country, Dr Gonzi said, adding that this would generate further employment.Like Malta, Libya had huge potential for growth and had to invest in its human resources, he added, stressing, however, that this was just a memorandum of understanding to continue discussing this possibility.{timesofmalta} |

| Various preparatory meetings for the Second Arab-African summit have been refining the joint 2011-2015 African-Arab Action Plan that focuses on all sectors of cooperation.Those meetings have been going on the past few months, alternately in Libya, host of the summit planned for October 2010, and Egypt, the headquarters of the League of Arab States (LAS).In the domains of diplomacy, politics, peace and security, the Action Plan stres ses the harmonization of positions regarding issues of common interest.The Plan will also cover peace and security in Africa and the Arab world, as well as the strengthening of bilateral diplomatic relations and capacities between African and Arab countries.The objectives are to reach common positions between Arab and African countries about inter-regional and international issues, encourage the establishment of diplomatic relations within them as conditions to develop trade and investment.It consists of establishing relationship of direct work between similar organs of the African Union (AU) and LAS, following the example of the Peace and Security Council and the Human Rights Commission.The Plan should help implement a joint African-Arab mechanism for the prevention and settlement of conflicts, as well as post-conflict reconstruction.About economic cooperation and investment, the Plan presents ways that enable the AU and Arab League to promote those domains through the achievement of five concrete actions to develop trade and increase investment.Those actions aim at providing data to potential investors through the setting up of federations and intermediaries for the promotion of investment, holding of annual fairs on investment, as well as strengthening of the capacities in the domains of the identification of investment opportunities.The plan will consist of ensuring the monitoring of the investment environment through the simplification of formalities, lifting of all barriers to trade, political and economic stability, security of investments, as well as development of a ccess to finance.About agriculture and food security, the joint African-Arab Action Plan for 2011-2015 identifies the domains of common actions relating to supply of inputs with the objective to increase yield in food products.That initiative will include strategic and emergency food reserves to make sure that agricultural products are available and accessible to all populations.There is trade and access to food markets aimed at creating synergies within regions and African and Arab countries to guarantee the free trade of goods and services in view of increasing revenues and ensuring food security, as well as the development of agricultural research and technology transfer.The joint Action Plan also stresses promotion and exchange of culture in eight priority domains.Those domains include the transformation of the African-Arab cultural Institute into an African-Arab institute for strategic culture and studies, as well as the promotion of interactions and exchanges within populations from both regions.The creation of an African-Arab prize, the working out of education and cooperation systems in the domain of research and education, the coordination, representation and establishment of networks are other domains included in the Action Plan .{afriquejet} |
